Executive Summary - #628
High Level
HIP 82 proposes the addition of Helium Mobile as a Service Provider to the Helium Mobile Network subDAO. The Helium Community has made significant progress in building the Helium Mobile Network, and Helium Mobile, a subsidiary of Nova Labs, seeks to build on this opportune time by initiating the first Service Provider of the Mobile Network. Helium Mobile aims to offload its subscriber traffic onto the network, paving the way for other Service Providers to join and improving the overall network traffic and rewards for Hotspot operators.
The staking requirements, rewards, and responsibilities for Helium Mobile as a Service Provider will align with those outlined in #345 . To become a Service Provider, Helium Mobile will stake 500M MOBILE tokens and receive an NFT representing its status. The stake will remain locked as long as the Service Provider remains part of the MOBILE subDAO. The Service Provider will have the right to claim up to 10% of MOBILE rewards in the Service Provider bucket.
Helium Mobile will operate as a roaming partner on the Helium Mobile Network using Data Credits (DC) to pay for data transfer. The minimum price for data transfer is set at $0.50 per 1 GB, subject to approval by the MOBILE subDAO. In areas without Helium Mobile Network coverage, T-Mobile's 5G coverage will be utilized. The partnership between Nova Labs and T-Mobile enables Helium Mobile subscribers to access both networks.
The governance of Helium Mobile on the Mobile Network will follow subsequent HIPs until a time when a new governance process is established, as outlined in HIP 53.
Data Reward Limits and Gaming Prevention:
Helium Mobile plans to offer an Unlimited Plan but needs to address potential gaming issues. To prevent abuse, a data reward cap of 30GB per 30-day billing cycle per subscriber is proposed for the unlimited plan. After reaching the cap, Hotspot owners won't earn MOBILE rewards, but data offloading will continue. A 6-month grace period will be provided, during which Hotspot owners can opt out of unrewarded data traffic. If the opt-out feature is not implemented, the reward cap will be removed.
Implementation:
The implementation of smart contract components, verifiability, and Service Provider compliance will be determined by the Helium Core Developers. Staking MOBILE tokens as a Service Provider locks them up independently of veMOBILE and does not governance rights in addition to Service Provider rights.
