High Level
HIP 84 proposes a framework to enhance the growth and optimization of the Mobile Network by allowing Service Providers to influence the deployment of coverage in specific locations. The aim is to improve the usefulness and coverage of the network by targeting areas with a high potential for data offloading.
Currently, there is a lack of guidance on the optimal placement of Radios for Mobile Hotspot Owners, resulting in suboptimal coverage. This HIP addresses this issue by providing incentives for Service Providers to build new coverage in locations where prospective users of the Mobile Network exist. Service Providers will be able to incentivize the building of new coverage in strategic locations, which can lead to the acquisition of new customers and increased usage on the Mobile Network. Mobile Hotspot Owners in boosted hexes will earn extra MOBILE rewards, while those in non-boosted hexes may experience a decrease in rewards. Network Subscribers will benefit from improved coverage, making the Mobile Network more appealing and reliable.
Boosting
Service Providers can boost hexes by burning MOBILE tokens, which increases Proof-of-Coverage (PoC) rewards for the hexes. Boosting is temporary and requires continuous burning of MOBILE to maintain the boosted status. Multiple Service Providers can boost the same hex for cumulative effects. Boosting is done at the res12 hex resolution to maintain consistency with HIP74.
The cost of boosting is defined in stable dollar terms based on price Oracle data. The minimum boost time commitment is six months, and the boost can be extended in 1-month increments by burning additional MOBILE tokens. A hex remains boosted until coverage is confirmed by successful connections and data transfer from at least three unique phones with discovery mapping enabled.
The initial price for boosting one res12 hex for one month by 1x is proposed to be set at $0.005. This cost can be adjusted by the subDAO community vote in the future.
Implementation
Implementation of this HIP requires updates to several applications, smart contracts, and solutions to enable deployers to locate boosted hexes with relevant information about boost multipliers and duration. The estimated reward points should reflect the boost, and a UI tool should be developed for Service Providers to manage hex boosting. Reverting this HIP would require honoring the boosted period for which Service Providers have burned MOBILE tokens.
