Helium Improvement Protocol: DC Fee Weighting and Sub-DAO Score Adjustment

The purpose of this protocol is to introduce a mechanism for adjusting the Sub-DAO scores based on the amount of DC (Data Credit) burned. By incorporating the DC burned into the Sub-DAO score calculation, we can better reflect the usage and value generated by each Sub-DAO. This adjustment allows for more accurate DC fee weighting and promotes fairer compensation for Sub-DAOs based on their actual contribution. The intent is to simplify the onboarding of future Sub-Dao's, Example how would VPN Sub-Dao or Wi-Fi Sub-Dao be weighted fairly for data transfer regardless of equipment cost or number of devices onboard. Sub-DAOs token emissions should be set by Sub-DAOs while HNT emission distribution should go to each treasurey based on DC burned with some weighting of it towards VeHnt staking.
