Summary

This proposal removes the CN470 region from earning Proof-of-Coverage rewards on the IOT network until such a time when classifiers and other methods of anti-gaming can identify and stop gaming in this region.

I think this is missing couple things here.

Re-introduce CN470

We also propose these changes be removed when anti gaming techniques have been developed to address these issues.

This, in my opinion should be more detailed. There is an obvious interest from other regions to never let CN470 back in as it would take away POC rewards from them. Defining a threshold or explicit rules that need to be met before re-introduction CN470, should be detailed in this HIP prior to avoid any arguments later.

Drawbacks

Cheater could just move on to another region and render this HIP useless. What could be the contingency for this?
