At least on Fedora 24, there is no man page, and the information on github (which seems to be duplicated elsewhere word for word) makes no mention of rotating pages. Trying random idea brings up the usage which mentions R L D etc. Would be better not to have to guess.
Also, the usage states "no range means all pages", but this doesn't seem to hold for R (or L or D), which when called with no range gives an error "Invalid range: R".
del file.pdf 2L output.pdf took out the second page, rotating nothing. Usage states "del: [[]] ... (output needed)" what is being rotated if the page is being deleted/omitted?
sel file.pdf 2L output.pdf did indeed rotate the second page -90.
