No PR, but here's the data to update Comment and generate new ones with data from Spell.dbc

tested, Updated Rows 8203

I used python 3.11 notebook with dependencies: Spell.dbc exported to SQL with stoneharry spell editor, jupyter notebook, pandas, sqlalchemy

There are some IDs that aren't present in the DBC .e.g, ERROR: No match for `SpellID` in spell.dbc 20046
