Set dependencies to chainhook and clarity-vm back to crates.io

During the active development phase of Nakamoto, some rust dependencies were switched to specific GitHub url for packages likes chainhooks and clarioty-vm.
Once the whole things is more stable, these dependencies should be set back to the crates.io published crates
