Why do we limit the references of Encounter.participant.indiviudal to Practitioner and do not allow all from the base resource: Reference(Practitioner | PractitionerRole | RelatedPerson)?

I checked the other profiles. One other element in Encounter is affected:
Encounter.subject only Patient instead of Patient | Group
