We should use the same as the automation editor and add a dialog with the service descriptions we use in dev tools:

Rough start to this

Just inline at the moment. I'm thinking that in the card, we make a list of Actions, kind of what like what @zsarnett is doing for the special rows and have an edit button on each that will bring you to the action editor itself to remove some clutter. Doing that might be enough and a whole other dialog is not necessary for just service data.

We could just use the alert dialog for it, which would be easy. But having a separate action editor could also work, just wondering how it would look and how the UX would be?

If we go this route, we should reuse it for the dev tools, lovelace and automation editor

One thing that hampers reuse is Lovelace. It is service_data while others are just data.
