Default Settings Not Applied for Product Store, Toggles Disabled

Current behavior

Default settings are not applied.
The setting toggles are disabled, despite OMS showing the value as "Y."

Expected behavior

Default settings should be applied automatically when a product store is created.
The setting toggles should be enabled and modifiable as per the default settings.

Steps to reproduce the issue

Create a new product store.
Observe that the default settings are not applied.
Check the setting toggles – they appear disabled.
Verify the settings in OMS, where the value for the same product store is set to "Y."
