Primary facility group not auto created

Current behavior

I don't remember what we finalized, but I thought we wanted to auto create the brand group if it was missing. Is there a reason we don't?

This issue seems to be due to the missing "FEATURING" facility group type on the demo-oms instance. Working fine on dev-oms.

The following data needs to be uploaded for this functionality -
<FacilityGroupType description="Featuring facility Group" facilityGroupTypeId="FEATURING"/>

I think we can mark this issue as close.

@ravilodhi please make a PR for the data that needs to be added to the OMS for this function to work. Once that PR is made we can close this issue.
