Description

Enhance the facility and facility group creation process in the Facilities app to auto-populate the ID field based on the name only during the initial entry. Subsequent changes to the name should not affect the ID field, providing a more consistent and predictable user experience.

Once user edits facility ID field, it should no longer auto populate based on user input.
