Investigate why migrations adding new preferences / programs are not working on a local reseed

We have a few migrations which insert a new preference or program, and then attempt to insert a relationship to a jurisdiction with that new preference or program. They work just fine if you are just running the migration. On a reseed however, while the program or preference gets added, the relationship to the jurisdiction does not.
