Support pmem and vmem options at the command line

Some people (including our colleagues in Antwerp) have clusters with different amounts of memory per node. Users may wish to start the cluster on some of the nodes (i.e. targeting higher memory) so this should be done at the command line.

I think this can currently be worked around using qalter.
