accessibility-check disables tidy-mark #1106

setting accessibility-check to anything other than its default seems to disable the tidy meta/generator tag

i'm not sure which version of tidy i actually have - the arch repo reports 5.8.0-2, but when this version is installed, tidy -V reports 5.7.45
