Build and Deploy on a schedule?

We may want to rebuild the hra-kg on a schedule, but such that it doesn't just run when nothing has changed. We'll need to detect when the files on this repo have changed, but also if the hra-do-server container has changed (and possibly the hra-do-processor too).
