amd vega 11 igpu

If you read the instruction link it looks like they are Ubuntu and Mac only, windows might be a challenge or continue to google for an option. https://github.com/hughperkins/tf-coriander/blob/master/doc/installation.md

@HridoyHazard it would seem others are in a bind on Windows, look at Issue#38 and a 'Microsoft Visual C++ Runtime Library Debug error saying abort() had been called' is mentioned on Issue#62
