If we have first a report with few details like (there are 1000 refugees in a country), and then another report saying "there is a baby girl in a camp" at another date, the dashboard won't be able to make the see that the second reporting accounts for a sub part of the first one.

The dashboard can't yet use data with different level of details. If the URI of a population is different, then the person counts are simply added to the total and graphics can't be understand the proper way.

For now it is assumed the data is homogeneous, but later, some rules could standardize the data, and the clients such has the dashboard would have to manage it.
