Move to workspeces per monitor but skip specific one ?

I have a bind that allows me to "scroll" through the workspaces on a specific monitor, like so:

# Scroll through existing workspaces with mainMod + scroll
bind = $mainMod, mouse_down, workspace, m+1
bind = $mainMod, mouse_up, workspace, m-1

Is it possible to skip a specific workspace while moving through them?

What I want to achieve is to have a named workspace let's say excluded. I will have a bind that will allow me to move windows to excluded. While I am on that workspace my scroll binds should allow me to move to other workspaces in the same monitor, but would skip this specific one. And I will have another bind to move to this specific one
