fixed settings

1. cm_cost:pm_cost:inspection_cost = 7:2:1
2. total 5 states, cm_state = 5, pm_state = 3,4

comparison plan

with only half the number of MT (maintenance), we can keep the average [cost or costV * dangerstateV] lower than the states that we have discretized from raw data (before DM disassociation ). I believe we could keep our - lower with, say, half the number of inspections. So I suggest fixing the total number of inspections to 31 and optimize the inspection interval. Let's start with two eras (at year 20 before and after).
following should be done.

  1. add constraints like (20/x) + (11/y) = 31
  2. compare the outcome cost with the original (- part).

I didn't write that comment so I'm not sure what that means. I think it got misplaced while copy-pasting code around.
