use proper logic families and output drivers for switching section and LED drivers

I can cut down on chips if we agree to swap the polarity of the enable signal. the whole select/enable circuit can be done in a single cd4000, but I'm having trouble finding them

if we flip the output polarity (which can be done in conjunction with #3 for no functional change) then it can all be done with a 4011 or 4093 which I can source
