A facility to handle the USSD requests

Issue the USSD Menu
Receive and parse incoming USSD requests

We will have a web-simulator [Ci+jQuery+MySQL+MemCache] as phase 1.

Then we will use the USSD test code from Sodnet for live phone tests.
