Property formatting fails with error: Source and target units do not have matching base units.

Note that error does not happen in Design Review, but does happen in presentation test-app

Tested on presentation commit c9f32345, iTwin.js version 4.10.1

Reproduce:

1. Somehow get a .bim file and open in test-app (cant attach here - contact me if needed)
2. Use "SelectedNodeContent"
3. Expand and select the following node:

Notice that properties widget crashes:

Looks like the issue is in one of the itwinjs-core packages: iTwin/itwinjs-core#7603.

The problem is in iTwin.js core: iTwin/itwinjs-core#7603. I'm closing this one as there's nothing we can do on our end.
