This offering requires that the customer be allowlisted to use VPC File Storage but that's not documented.

"Select Availability: IBM Cloud® File Storage for VPC is available for customers with special approval to preview this service in the Frankfurt, London, Dallas, Toronto, Washington, Sao Paulo, Sydney, Osaka, and Tokyo regions. Contact your IBM Sales representative if you are interested in getting access."

But this prerequisite is not included in the documentation for this offering. A customer (case CS3328744) tried to provision it in a region supported for VPC File Storage, but got an authorization error. I have now confirmed that this is a requirement here as well, and submitted the request.
