Get region & super-region data from CDS (if possible)

This year at 2015 ICPC WF we made a change where we populate the iCAT database "teams" table automatically from the CDS. We should do this for team region and team super-region data as well, if it's available. There are places we use this data in iCAT, but we currently need to hand-populate the data (which is very time consuming and did not happen this year).
