This comes from section 3.3.3.1 Mode of the user manual, and not the tally section (of course): heavy ions can be specified by ZAID in source and tally specifications (but not mode specifications).

Note 1: The symbol "#" represents all possible heavy ion types and, although the "#" is
generic to all heavy ions, the identities of different heavy ions are tracked by their appropriate
ZZZ (charge) and AAA (mass number). The user cannot choose to transport any particular
heavy ion, however, the user may specify individual ions as source particles and may request
tallies for specific ions.

This will likely mean updating the data card parser regex and adding some checks to distinguish #1001 from #2004 and to ban P1001

This maybe easy to implement with #48, or at least post !58.

This is officially in scope for !58. Did in fact update RE to only match #1001 and not P1001.
