[FIXED] Avoid MacOS 12.3

A recent Discussion revealed a possible issue when using the latest version of MacOS (12.3):

Until we investigate a solution it is advised users refrain from upgrading to this version of MacOS.

Does that take a full Moose run to trigger it, or can it be replicated with just libMesh (or just TIMPI? just some_mpi_hello_world.c) too?

There's definitely enough Undefined Behavior in the pthread_mutex_destroy man page that it's hard to be certain this is an Xcode bug - if we (or more likely MPI, if it triggers without us even setting --n_threads= ?) somehow try to destroy a mutex that's still in use anywhere, it'd be entirely valid for some pthreads implementations to let us get away with it while other implementations scream and die.

Internal 'Conda' testing was able to trigger it during a recent conda mambabuild . for the moose-mpich package:

FYI, I updated the Discussion. It turns out this is due to a MacOS update, not Xcode by itself.
