Break relevance ties by quality

Actual: We show Bob Chappell's game first
Expected: When relevance is tied, we should show the "better" result first, e.g. sorting games by starsort after sorting by relevance.

For members, we can sort by frequent fiction; for tags, we can sort by most games. For other types, we don't have a great way to sort by quality, so maybe just sorting by relevance is "good enough."
