FIX: VCS status error (exit status 128) with ignite/cli/actions/cli and chain build command

Describe the bug
We wanna using chain build command as our action to build, and encounter this problem, I wanna pass -buildvcs=false options but ignite cli chain build command can not support that

Steps to reproduce the behavior:

1. make a PR will trigger this workflow, when it runs "Issue Release Assets" step, will fail every time

What version are you using?
we use ignite cli main branch.

use v28.5.0 ignite cli version is also the same error :

I don't think you should use ignite in docker tbh.
