It looks like the content.xml does not exist in the project at all. Was there perhaps a problem when migrating to github?

I must confess I've never provided p2 metadata on my update site because I have no time to manage that. I still have old school site.xml, so if you want use some command line integration, you can probably mirror the site via wget and do whatever you want with artifacts (or even create them for yourself via p2 director).
Of course if you can contribute some github task that can generate artifacts on checkin to git automatically, a PR is welcome :-)
