New users can immediately participate in writing comments. However, they cannot vote until they get two up votes on two comments. At that point, they can start adding their own papers as well as voting on other comments.

Potential problem: chicken and egg problem, you have to seed each field with enough users who are reputable.

Hand seed each field with a number of reputable people? Nah... still kills momentum. Maybe worry about this later after it is up and running?

My vote is yes, or omit.

A variant on this could be that voting is allowed but segregated, so that one can see like bargraph of ratings blue=veteran votes, red=newbies' votes.
