使用的是雾凇，仓九宫方案。
数字1在雾凇的配置里面使用的是接受到@才会发送分词符，目前尝试了一下键盘输出的是1.
我的解决方法：给方案文件添加了一条规则， - { when: has_menu, accept: 1, send: apostrophe }
不知道是不是新版的特性，发这里没发 issue
