Add support for building with -Wl,--no-undefined

Adding this flag with target_link_options in ia2.cmake's add_ia2_compartment breaks the build. Unless there's a fundamental reason we can't do this we should try adding support for it to avoid needing to change compartmentalized code that builds with it by default like in dav1d.
