Create tool that consumes a GDB table and updates GDB domains and contingent values.

Required Actions

• Create sample table
• Create script.
• Solve for AGP
• Solve for AGOL

Should do the following

• Append new domains
• Keep current domains that are still active in the table
• Move domains that are removed (or set to is_active = 0) to archive (contingent values)
