Describe the bug
Dynamic text should not display any text if string is empty

Expected behavior
No dynamic text is displayed if string is empty

Additional context
Should utilize methods described under 'Empty strings' and 'Pre and post strings' on this document: https://pro.arcgis.com/en/pro-app/latest/help/layouts/add-and-modify-dynamic-text.htm
