Correct timezone issues in generated pdf #33

The pdf definitely generated at leas a minute after BMKG pushed it, but it shows that it generated 7 hours later. Perhaps this is because of timezone issues.

Yes very likely - can you investigate having docker use a different TZ to the host system?

I investigate this over and it seems it always failed in production system.
It is working correctly in local environment, even when the host and docker uses different zone (docker instance uses UTC).

Apparently it is not the timezone issues!
I've been mislead the whole time!

After I deployed realtime indicator, fortunately a small quake happens in Bandung, but since there are no shake events recorded in staging, I checked indicator, aaaaand...
Indicator said BMKG pushed the shakemap, but it wasn't processed.
After that I figured out the problem.
Move this to issue : inasafe/inasafe#2340
