App uses device's current time zone when displaying and editing time of observation #1350

See https://forum.inaturalist.org/t/observation-times-incorrect/53629 I can replicate in 1.30.15+608 on my Pixel 8

  1. On website, add an observation that has a location in a time zone different from that to which your device is using. For example, I'm currently on PDT and uploaded an observation made in HST.
  2. Open that observation up in the app and you'll see the observed-on time is displayed in your current time zone.

The observation date/time should be local to the observation, not one's device.
