I used GTAUltis and I might say is awesome but now I have a problem. It added 200 reserved slots for more clothes I belive. However it did shift many other clothes to display after the 200 empty slots so now I have some until 16 then its all blank and starts again at 200. If there was a way to remove this or at least make it right it would be awesome.

You need to change the value of reserved slots from 200 to 1.

I have the same problem, do someone know how to remove that extra slots or to decide where put clothes?

At least in the T-shirts, the default category has only 16 elements (0-15). Everything else is DLC and if you want to change DLC clothing you will have to put the name afterwards, example: mp_m_freemode_01_male_freemode_beach^accs_000_u

If you are patient enough, along with this DLC filtering tool (https://forge.plebmasters.de/clothes), you can find out the number of.

Example:

16: mp_m_freemode_01_male_freemode_beach^accs_000_u
17: mp_m_freemode_01_male_freemode_beach^accs_001_u
18: mp_m_freemode_01_male_freemode_beach^accs_002_u
19: mp_m_freemode_01_male_xmas^accs_000_u
...
