IAO term-tracker-item annotation format fix

Hello, OBI was asked to fix some term-tracker-item annotations in OBI issue #1621 to make them consistent with http://purl.obolibrary.org/obo/IAO_0000233.
However, one of those term-tracker-item annotations is an IAO term. The term that has an inconsistent term-racker-item annotation is may be identical to. Here is the term-tracker-item link #40.

Should I create a PR to fix this here? Thanks.
