Create a short link to add a certificate to a profile

Create the address

www.infusionvlc.con/cert

that redirects a user to a new page where, after the meetup token is introduced, a certificate of that session is added to the user. After that, the page automatically redirects to the user profile page, where the new certificate should be visible.

Also, make the necessary changes to the notifications system to achieve that when a certificate is created, a new notification is sent to the user to double check that it has been created.
