LLVM/Clang versions remain at 11.0: Odd Proposal / AMD GPGPU

Proposal:

• Be downstream of RoCm and the rocm-llvm. Then submit the other compiler changes back upstream into the main llvm project.
• Be able to offload to Intel and modern AMD targets simultaneously for HSA systems with this + Intel Graphics Compiler
