Vault Runner on-chain version override

Is your feature request related to a problem? Please describe.
The on-chain version set for the vault release may be outdated. The runner will attempt to run it and fail.

Describe the solution you'd like
As a backup, allow the user to override (only) the current on-chain version using a CLI argument. Subsequent versions that are set on-chain will auto-update correctly, since the override only applies to a single version.
