DNS over HTTPS can't be configured

When I open the settings, there are multiple options for configuring DNS over HTTPS, but even when picking the manual control, I'm not given an option to specify the host. I looked in about:config and see network.connectivity-service.DNS_HTTPS.domain, but changing its value doesn't seem to have any effect. Every time I open librefox, I see this in tshark:
