UI should accept start/end times for extremes of charts via query param

This will both help with sharing URLs with colleagues and allow for a specific event to be shared via e-mail (such as included in an alert e-mail)

Therefore, need to be able to generate an URL for any legitimate combo of namespace and app, as well as start and end times (or just one with a constant time window)
