vocabularies: values order

The users need to order the vocabularies values, especially if one of them is more commonly used in the create/edit forms

Describe the solution you'd like

introduce an order field in the vocab, and then put there an integer, e.g order: 0, order: 1... then, set CC as order: 0 and have the Elasticsearch query to sort=order and order:asc (the order field might be a better name eventually).

Describe alternatives you've considered

Possible alternative is to create a vocabulary JSON with already ordered values. Sometimes it could behave inconsistently in searches.
