Issue #36: creating tests for the ensemble tr-dfo
fbf3441 
We are creating a set of analytical functions based on test problem 2 of
test tr-dfo.  The test utilizes the ensemble expected value class and
the trust region algorithm to solve an explicit robust optimization
problem.
