Move Glider DAC Status application "status.json" to API #413

Instead of having the Glider DAC Status Application (which is now an archived repository) perioidically fetch data from the DAC via THREDDS, we should instead have an API which serves as the source of truth, which would be based on the contents of the database. Contents of the database in turn should have the current time extents of the deployment based upon file write events which would inspect new files to fetch the latest dates.

Broadening this issue. Really, Glider DAC Providers application ought to serve as an API for things such as trajectories.
