Can't send token to others

At first, there was no problem sending, but then the error kept popping up.

like "The application is not able to complete the request, due to the following error: Failed to issue transaction TransactionID(random ID like 499A5R6ra31bNbtyiAuKM1TYEBxqspRB36GBqwkCJWyC ): tips could not be selected: not able to make sure that all inputs are in the past cone of selected tips"

I tried restarting the machine or waiting for three hours, but the problem still occurred.
