Experiment with not caching /providers/*

The /providers endpoint provides peer routing information that ages much faster than the default 10 minutes cache behaviour applied by cloudfront.

If the traffic on this endpoint is minimal, the impact of not caching it at cloudfront should be minimal. Because, there is already application layer caching that serves the providers info via a fast path through random access memory.
