our release mechanism uses tags on pull requests to categorize items in our changelog. It would be nice if we didn't have to remember to tag PRs and they could just be tagged on creation based on the issues that resolve them.

Note: we should be able to edit this ex-post-facto so we should just do it on PR creation.
